July 1988, triggered by the use of a new type of weapon of mass destruction on the Kanto Area of Japan, World War 3 breaks out.

31 years later – 2019. The preparations for the coming year’s Olympic games are bringing back glimpses of Neo Tokyo’s past glory days, the megalopolis built upon the Tokyo bay. Kaneda, the leader of the vigilante bōsōzoku gang, the Capsules, has been wreaking havoc on his motorbike through the desolated streets of Neo Tokyo. One night, one of his gangmates Tetsuo crashes into a peculiar subject of a government experiment. Right in front of the dumbfounded Kaneda and his gang, Tetsuo and the peculiar boy are taken to the military lab. In order to rescue Tetsuo, Kaneda attempts to break into the military facility, but here he encounters Tetsuo who has awoken to supernatural powers. Meanwhile, one of the experiment subjects in the special Baby Room within the laboratory predicts the awakening of ‘Top Secret = AKIRA’. To discover more about his newly awoken powers, Tetsuo makes his journey deep underground where AKIRA sleeps dormant.
